Military Voters & Citizens Residing Temporarily Outside the U.S.
Members of the armed forces and citizens temporarily living outside the US, may vote by Vote-by-Mail (Absentee) ballot in any federal, state or local election if you meet the provisions outlined here. In the case of a special election in which adequate time is not allowed for Vote by Mail (Absentee) voting, an alternate
fax return of a Vote-by-Mail (Absentee) ballot
is available or you may mail your Vote-by-Mail (Absentee) ballot along with your Vote by Mail (Absentee) Oath of Voter Form to the Voter Registration and Elections Office at 7000 65th Street, Suite A, Sacramento, CA 95823. All ballots must be received in our office no later than 8:00 P.M. Election Day.

Citizens Living Permanently Outside the U.S.

What's a FPCA?
A Federal Post Card Application (FPCA) is necessary to request an absentee ballot when living temporarily or permanently outside the U.S. The form is available at any Registrar of Voters, American Consulate or with the Voting Assistance Officer on a military base. The form may also be downloaded from the FVAP website.
